Personally I think that this idea is too absurd to be enforcable, even if it is passed, but the point is, it is an infringement upon your rights, and everyone who may be affected by this needs to be made aware (do you download the odd song from Limewire? Even if it is a rare one that you're not likely to find in shops? Then this applies to you).
