Terrorism Laws and CCTV Used in UK to Monitor Pooping Dogs
news.bbc.co.uk — A survey of UK councils has found some are using laws to track terrorists on litter louts and people who let dogs foul public places. Some local authorities have used the Regulation of Investigatory Powers Act more than 100 times in the last 12 months to conduct surveillance on offenses that were not serious.

The first two examples given are public nuisances and are probably being investigated with regards to specific complaints by members of the public, not merely for the sake of meeting targets. The last three examples are fraud. The laws weren't designed specifically to 'track terrorists', RIPA was introduced as a crime-fighting tool, so is it really shocking to find out that it's being used to fight crime?
