Unlike cities in other Middle Eastern countries leaders in Dubai actually have the foresight to realize that their oil reserves will run out in the next 20 years and the country will need another form of income. They're banking on tourism to offset the loss of oil revenue, atleast to a certain extent. Just look at Las Vegas as an example. Without lavish casinos and resorts the city has no purpose for existing. Pretty progressive thinking for that part of the world in my opinion. What would you suggest they use their money on?
