Naturally, Republicans say that terrorism is increasing because "we've got them on the run." If terrorism rates decrease, they will say it is because we're "winning the war on terror." It's as if Bush is to blame when things to bad, but Bush isn't the cause when things go good.
There is a perfectly valid third option, that "Terrorism is going down as a result of worldwide cooperation on the War on Terror, Iraq and Afghanistan not included" For some reason though, those who are anti-Bush prefer to act as if this option didn't exist.
