I did a couple cruises in the Caribbean. I like to sit outside at the stern in the middle of the night. Thinking about what it was like to see nothing but inky blackness. Pirates of the Caribbean and the like.

They can claim a portion if they can prove their rights to it, but in treasure salvaging, the vast majority is going to go to the people that find and recover it - unless they were contracted to recover it by the owner beforehand at whatever agreement they had.
