Many countries are transitioning from Oil depots to financial and tourist havens. Arabs are business men. Its more likely that this money will be used to create Gaza Strip Malls and Falafle huts. Watch, they'll even serve kosher foods because it is good business.

The Gaza Strip's natural resources include arable land (about 1/3 of it is irrigated), and natural gas has recently been discovered.
Israeli settlers in the Gush Katif area erected greenhouses (which provided employment for hundreds of Palestinians), in which successful experimentation with new forms of agriculture took place. When Israel withdrew from the Gaza Strip in August, 2005, the greenhouses were purchased with funds raised by James Wolfensohn (former World Bank president) and were given to the collective Palestinian people to provide an economic resource. However, many greenhouses were looted and damaged. Palestinian Authority corruption also played a part in failure to take advantage of this resource.
The Gaza Strip's main trade partners are Israel, Egypt, and the West Bank. Its main agricultural products include olives, citrus fruits, vegetables, beef, and dairy products. Its main exports are citrus fruits and cut flowers. Its main imports are food, consumer goods, and construction materials.
Though it does not have a natural harbour, one was built in Gaza with international assistance, mostly from France and the Netherlands.
A railway line ran the length of the Strip along its center, which connected to Egypt's and Israel's railway systems, but it has been abandoned. (Little trackage remains, but the line can easily be restored.)
Yasser Arafat International Airport opened in late 1998, but was closed in October, 2000 by Israeli orders. Its runway has been destroyed by the Israel Defense Forces in December, 2001.
The Gaza Strip has all the requirements of a sustainable economy.
Once peace reigns, the Gaza Strip can be reconstructed and redeveloped to the point where it could be a productive, sustainable independent state. But of course if the US is complaining about oil then their natural resource, agricultural sectors are open to competition unlike OPEC, right? Israel can go to the US and say "hey see that! the Arabs are out to get us! give us more money" and the Palestinians can go to the middle east and a few other Muslim nations and go "hey see that! The Israel destroyed my country! give me some money!"
The Major difference is the US generally gives what they commit to if it's Israel while the Saudis and other Palestine supporters (Libya, Kuwait, Qatar) promise big and deliver small.
