Although modern ballistic vests can weigh up to 12 kilos, Russian designers say there's another option. Armour filled with special gel can be light and even comfortable to wear.

It's probably not in mass deployment yet because it's not ready. Anything that has a "nano" in it is a latest craze in Russia. It's a fad that is explicitly endorsed by the government. You say "nanomilk", you get funding or at the very least it greatly increases your chances of getting it.
So this particular bit of news is not news at all.

Imagine, you are counting off the nukes in your silo. You notice the numbers don't match up. Rather than risk catching heat about it, you simply change the number of missiles listed. Not as easy if you are using a pen.
