You have to expose it to air to make it stop burning. The Army calls it "Shake and Bake", they cover a target with the phosphorous which causes the targets to expose themselves due to the burning. The Army then sends HE rounds downrange and take the targets out.

A bomb from a plane or guided missile is at least going to hit a target, but this device just rains down fire on the whole neighborhood from what I saw. And their official word was that the bomb was used to "conceal troop movements". I'm no weapons expert, but how exactly would a thousands blazing lights do that?
With no running water to put out flames, the entire city could have burned down. Think of how many people would have died if the houses weren't all brick and mortor. Anytime a first-world nation engages its military force in hostilites you are going to witness a terrible human cost. Significant numbers of nameless civilians die buried under rubble from regular old bombings, gradually perishing from dehydration or whatever with several days to contemplate their deaths. Yes a burning death from white phosphorous is awful but it's really a small thing compared to the fact that they are fully using the military to begin with. It's not pure phosphorus you seen burning, it's phosphorus-impregnated felt. It is meant to create a smoke screen for ground personnel, not to do damage.

Seriously, Egypt is not an ally of Israel and their official position can be summarized as "you ***** brought this on yourselves after we told you to just live and let live for a change."
The fact is, if the Palestinians wiped out Hamas in an organic uprising, culled most of Fatah and brought a sensible plan to Israel, Israel would be falling all over itself to sign a permanent peace. If Fatah were smart it would break the West Bank off right now, and tell the Israelis it has a few modest demands, and it would get all of them if it seriously settled down and lived by them:
1) You can keep Jerusalem.
2) Pull your troops out of the West Bank.
3) Recognize the West Bank as the state of Palestine and sponsor our admission into the United Nations.
4) Spend most of your American military aid on rebuilding our infrastructure.
If Fatah did that, the Palestinians would have an iron clad peace treaty with Israel for the West Bank, signed and ready to go by Friday. There's not many charities I give money to, but the burn unit is one I always find a couple dollars to kick. Severe burns are painfull beyond comprehension, drugs rarely even help the pain.
