Take for example (and I can't remember location or names), the black youth that was put on the sex offender list because the girl's father got pissed that his daughter had consensual oral sex with the guy who was within 2 years of her, and did not want to prosecute him. When he moves into an area, all the neighbours get is "sex offender".

That's a lot, and any sex crime is unacceptable, but it's hardly as high a rate as people act like it is. 25% of all offenders go back to prison for a new crime after their release - nearly 5 times the sex offender rate.

In my personal opinion, for whatever it might be worth, a person has a right to do whatever they want... until they cause harm or infringe upon another persons right to the same, at that point they no longer have any rights as far as I am concerned. If offenders do not fear the consequences what exactly is your solution? Prison sentences beyond 10 years are a waste and a drain on the economy. Fine, non violent crimes... punish them with terms of hard labor of some sort, but violent repeat offenders should be disposed of out of hand.
