They developed the bomb because:
1) China illegally transferred lots of nuclear bomb-making tech to them, in violation of its strict obligations under the Nuclear Non-Proliferation Treaty
2) The Pakistani govt (and not merely Khan himself) engaged in all kinds of international black-market technology trade with a variety of rogue nations similarly seeking the bomb
3) The Reagan-Bush Amendment (aka "Pressler Amendment") removed US congressional oversight of Pakistan's nuclear activities, allowing President Bush to turn a blind eye to Pakistan's activities while falsely giving it clean certification
So when Khan whines that he's been made into a sacrificial lamb, what he really means is that the entire Pakistani govt was doing the dirty deeds, and not just himself, as the confession makes it out to be. So it's like Col. Oliver North, who squealed because he objected to being turned into a scapegoat by the Reagan admin over Iran-Contra, when he was merely carrying out the policies of the Whitehouse he was working for.
Khan is the Pakistani Oliver North. What he did clearly wasn't right, but clearly he wasn't some lone loose cannon doing it all by himself while the rest of his govt was ignorant of it. All without the knowledge of either the army or the government or the intelligence agencies. Especially when he was one of the most protected (and most probably monitored) men in Pakistan.
Because the Pakistani government has conveniently placed him under house arrest and refuses to submit him (event under supervision) to questioning by the IAEA to find out the extent of his wheeling dealings and who others were involved.
Because not a dime of the supposedly "illegal profits" he has made has been recovered.
Note that he never claimed he was innocent, neither does he show any kind of regret or remorse. He claims that proliferation is okay and its none of american business to dictate who they can sell the bomb to. And also claims that he was acting under the orders of the army and the government, who then turned around and made him a scapegoat. In short he is not saying "I am clean" he is only saying "I am a small fish".
But then Musharraaf, past governments of Benazir Bhutto, Nawaz Sharief and all of the pakistani army should be innocent right ? Examples(Middle East only!):
* Supported Iranian rebels & helped them overthrow the legitimate government. Then provided them with weapons, knowledge, information, etc. Then were surprised when their 'puppet government' got overthrown & were upset that the new government had control of such advanced weapons.
* After the Iranian disaster, did they give up? No, they then went & supported the opposition(Iraq) and provided them with weapons, training, support, etc. Surprise, surprise the Iraqis then turned against them & were left with advanced weapons & knowledge
* Still haven't learnt & are now doing the same thing with Pakistan
* Supports Israel even though Israel is in breach of the very same non-proliferation agreement they are now saying the Pakistani's have broken. Continues to support & trade with India in exactly the same situation!
* Screams from the rooftops that 'Democracy' is the reason for their support but is then allied with the Saudi's, Pakistan whilst under a Military Dictatorship, Iraq with Saddam, etc

As the BCCI scandal raged, the United States received direct confirmation of Pakistan's sharing of nuclear secrets with Iran. In 1991, the commander of Pakistan's army, Gen. Mirza Aslam Beg, told American Ambassador Robert Oakley of a deal in which Iran would provide Pakistan with oil and military aid in exchange for Pakistani nuclear technology. Oakley claims he reported the conversation to Pakistan's prime minister, Nawaz Sharif, urging him to end the arrangement. According to Oakley, Sharif agreed to speak with Iran's leaders.39 Recent evidence suggests that Pakistan continued to provide nuclear assistance to Iran until at least 1996.40
In 1994, concrete proof emerged of Saudi backing of the Islamic Bomb. That year, a senior Saudi diplomat, Muhammad Khilewi, defected to the United States, bringing with him documents showing that Riyadh had been financing Pakistan's bomb program since the 1970s.41 The records also exposed a secret pact requiring Pakistan to respond with its nuclear arsenal if Saudi Arabia was attacked with nuclear weapons. The arrangement was just part of a wide-ranging, decades-long campaign by Saudi Arabia to acquire its own nuclear arsenal. Toward that end, the Saudis also backed Iraq's nuclear-weapons program starting no later than 1985 and continuing right up till the eve of the Gulf War in 1991. In response to these revelations, the CIA reportedly launched a high-level investigation, the results of which have never been revealed.
When the Saudis' nuclear ambitions were exposed, a senior Clinton administration official reportedly remarked: "Can you imagine what would happen if we discovered Saudi Arabia had a bomb? We would have to do something and nobody wants that. Best not to ask tough questions in the first place."42 Given that attitude, the Saudis apparently saw no reason to desist. Over the past decade, they have provided Pakistan with an estimated $1.2 billion in petroleum products annually at virtually no cost. America, chanting "WMD" everywhere it went, found this guy for two reasons (1) to make it seem like the threat of WMD was elevated, and (2) so that it could blame someone. Now Musharraf-- known disparagingly as "Busharraf" in Pakistan-- was in Bush's pocket during the time these claims were made, so Mr. Khan does have a point here.

The IAEA was damning Iran just last week however over lessened cooperation and some documents. The article I read was in our paper here but I can't find it online.
