I used to think the behind closed doors diplomacy was the way to go, but seeing the way China has been increasingly restrictive since Obama became president (and since the rhetoric against China has softened), I think some of both are needed. Of course, it will also help if the US starts practicing what it preaches.

I think that US diplomatic efforts would be better served if our nation's message to China ceased to be one of condescension and vague disapproval. Maybe if we showed China some respect they deserve, matters would sort themselves out. China is odd in that if the west tells them to do something- they'll say '***** you' and proceed to keep doing the opposite.
They hate to appear subservient to western powers. The the opium wars it left a scar that permeates even the youngest generation.
However, on the other hand- if you take those same goals and apply them to everywhere else- China will want in too. They hate being the square, and they do the one thing they do best- copying. A lot of their policies are done in emulation of the US government. A build up of a blue water navy fleet, increased foreign aid- esp to africa, lots of people wanting big assed cars (GM actually sells ungodly well in China)
