Noose Found Hanging In Baltimore Fire Department Was Placed By Black Guy

baltimoresun.com — "...the Police Department and for Mayor Sheila Dixon, said the man admitted to the hoax and will not face criminal charges." Would the same thing have happened if the noose was placed by a white guy? Methinks not.
