Change happens not when all people at once decide the same change but when one or a few people start it and take action, then others follow along. In a regime such as Iran's, it's dangerous to speak out in the first place to take action against it politically. So it's hard to really get the ball rolling, so to speak, unlike most countries where your freedom of speech is less compromised. Going from minority opinion to majority opinion in such a conservative country is really hard to do.
