It's an unnerving sight to have 3 cops riding around in cars just jump out and start harassing and beating people- I saw that several times in my month there.
We were instructed to never make eye-contact with the police and to always have some American cash on hand for a bribe. You're comparing apples and oranges. Police brutality in the U.S. is an isolated event. You stop at check points and cop asks to see first aid kit, if you have it all they say your bandaids or something looks old and you owe the cop money. So you pay, cuz you want to live and move on, and you enter another check point a couple miles down the road. In the end, my teacher moved to America.
