It's a drop of water, either on the camera lens or on the scanner. They don't have higher resolution images because they use the hi-res images to assemble the lower res ones and that spot has a drop of water on it.

The blur looks very deliberate, although there probably is some trivial reason behind it. Maybe some paranoid googler's parents live there or something. :-

Because users get a "we don't have imagery" error if they zoom in very closely, I suspect that the image data at that zoom level is simply missing or corrupted. The blur is a result of a blending algorithm that doesn't have enough data; software that stitches multiple images together usually attempts to blend images so that it looks like one image flows smoothly into another without seams. Google Maps is probably trying to automatically blend over the missing images, but isn't doing a very good job because it simply doesn't have enough information. The blurriness is probably a result of image data being taken from a higher-up level of zoom and blended in with a lower-down level. (Note how the blurriness of that one small region matches the blurriness of the larger region to the East:
