This brings up a complex and difficult issue. I live in a small town in SE New Mexico and occasionally someone with a poorly socialized pit bull experiences their dog tearing up another human, or another dog, or a horse. The response is usually along the lines of "Geez, Fluffy *never* did anything like *that* before."
The group of dogs that includes bull terriers, Rottweilers, and Great Danes are the most common culprits, I've read. And German shepherds.
It's unlikely that humans will agree to outlawing keeping dogs, but much grief could be avoided by dog-keeping humans realizing that dogs should not be kept as untrained weapons any more than humans who aren't trained with guns, should keep guns. Self-policing is always best, but in the absence of such, it can be easily argued that dog-keeping licenses should be much more closely restricted. Dog-lovers take heed. All dogs bite, even the ones that never did before, if the stimulus is right. You are responsible. Socialize your pet and start young. Even the worst culprits, bull terriers, can be very sweet dogs if properly socialized.
