2- make them rich and the wealth will control their population in 2 or 3 generations.
Not much else you can do. Controlling the already declining western population does little as it is already at neutral or negative growth rates across the board. The poor nations would live within the carrying capacity of their country except westerners have flooded poor nations with politicized food aid, pushing the population past the carrying capacity and leading to lower carrying capacity as the extra mouths destroy the farmland. If you are a poor woman in a third-world country, there's not much you can do to avoid being raped aside from consenting to the least distasteful man around and hope he protects you from the others. We used to have government funded programs to provide free birth control in countries like this, but they have been crippled by the Religious Right.

Food Aid undermines local agriculture (can't beat the price of free) and pushes the population past the local carrying capacity leading to mass famines when the food aid ends. Monetary Aid comes with similar strings and unless you have honest leadership and a stable country it goes directly into the pockets of the leaders. That 6-8 million ought to go to Americans. It'll do very little anywhere else. Even Israel makes better use of it then Haiti or almost any poverty stricken nation would.

It's one thing to say "Can't feed them, Don't breed them." But how on earth will you convince a poor nation of that? Almost every developing country has a culture which believes more children = more wealth. Even in the direst circumstance they have more kids as a adaptation to poor conditions because you dont' know when one or more will die. In that case having more means you stand a greater chance that one will live.

The point is that parents need to be responsible BEFORE they bring a child into the world. I'm not so naive to think that abstinence is adequate to prevent a pregnancy from ever happening. If a woman does gets pregnant accidentally despite birth control efforts, then she should get an abortion while it's still just a lump of dividing cells and not a fully formed starving child. Bringing a child into an environment where the parents can not support them is irresponsible. -
