Secondly, Picatinny arsenal (the base there), has been around for far longer than any of the nearby development. (I believe it's at least 100 years old). Brig. Gen. William N. Phillips, Picatinny's commanding general, said in a statement Saturday that a team from the base will investigate what caused the mishap.
Authorities say a 2-pound piece of artillery shot crashed through the roof of Cheryl Angle's Jefferson Township home around 2:30 p.m. Friday.
The hot metal landed on the bed of Angle's 10-year-old daughter. The daughter luckily wasn't home, but the family's cat was injured and had to be euthanized.
Phillips said in the statement that he visited the Angle home Friday night and apologized.

The Sunday Star Ledger had a more balanced account in the Local Section today
Picatinny had a round out of the range and were conducting some tests. The shell was on the ground - NOT in a tube for firing- and was detonated by a small external charge. When the round detonated a 1 pound piece of the shell was projected off the range and hit the house a mile away. The spokesman for the base said that this test is something they do often and never have had a piece leave the range before. The most distance anything has traveled before is about 1/4 mile.
The newspaper story also pointed out that the base has been in operation as a weapons development center for a very long time. Over time developers have kept pushing to develop homes closer and closer the the base perimeter.
My comments: If you build or buy a house next to a place that blows things up for a living, you can expect that things could go wrong once in a while. Thank the Lord no human was killed, only a 15 yerar old cat. While I feel for the family, they chose to live there knowing what went on behind the tree line.
This sounds like the base was testing some IED defenses for the forces in Iraq and the shell did not fragment as expected. I hope the results of the test made the survival of one of our soldiers assured..
