Today the leader of the former Soviet Union was elected head of a new political movement (the Union of Social Democrats) founded, he said, to help bring democratic principles to Russia.

At the time, he was one of the most beloved and respected people in the world, even though he eventually became extremely unpopular in the USSR itself, due to the economic hardships that manifested themselves under his rule.

No one had replaced Gorbachev. Also, a few years after Gorbachev became the General Secretary, the USSR was no longer a "totalitarian dictatorship", thanks to Gorbachev himself. Then again, one could argue that the USSR wasn't a "totalitarian dictatorship" ever since Stalin's death. It was an authoritarian state though.
