In the CIA, there are two types of agents: Official Cover and Non-Official Cover. Official cover agents don't have to worry about being incarcerated for their spying, as they are operating under embassay auspices and have diplomatic immunity. Non-official cover agents are at risk of being arrested, tried and even executed for spying activities (and can even be tried in the US for violating our laws while doing their spying, though I suppose even official cover agents face that risk).
We deported many Russian embassy officials during the cold war for known cases of spying. The Russians did the same to many of our embassy officials in Moscow.

If you got into a courthouse or any sort of government building, or even to get on an airplane, you'll empty your pockets of all your money, your cell phone, and put them in a plastic bin and hand it to some guy who probably can barely make ends meet.
These people are leaving their cell phones in an area where only other officials who presumably have security clearances have access, and where there is supposedly all kinds of security.
I could see a group of employees leaving their cell phones on a table outside a conference room in their own building, knowing that only fellow employees are able to even be in the building.
It is definitely a little bit of "blind faith", but not unusual in such a delusional world.

It benefits those who can most afford to buy food, it hurts those who are struggling most financially. Cheap labor is actually beneficial to me personally because I pay less for produce because of it. I want them gone because it's good for the country, not because it's necessarily the best financial move for me personally.
