If nobody finds the body he's free to do it again. Also what level of proof would you need to kill someone? This case pretty cut-and-dry but others are not.

I'm quite certain that there is neither a higher chance of adopted children being sexually abused, nor is it the case that a higher percentage of sexually abused children are adopted. In fact, the past couple of stories about parents abusing their children that made digg were all biological parents to their children.
I don't have the figures, but I wouldn't be surprised if the figures show the reverse, that adopted children are less likely to be abused.

Desiring an end to prison rape is a perfectly reasonable public health measure, and if you want to punish child molesters there are still plenty of ways to do so.
