They had to pull him away from his humanitarian work to get him back for Season 5. I hope there's more Frank in Season 6.

FTA: "refugees from Thailand to Kenya to Algeria" - Putting aside the fact that I'm not sure what makes a refugee warehoused as opposed to just being a regular refugee, this article does not appear to be excluding any refugees (because it doesn't say "refugees from only Thailand, Kenya, and Algeria" if I have to spell it out for you).
