The US does what is good for the US, they went into Europe in WWII because that the Allied forces of the time had managed to hold off Axis forces and were actually starting to strike back, to sum up they saw that the Axis army was not as formidable as it first appeared and they had lost air superiority and weren't able to operate surface vessels at sea with much success, the US smelt the blood and there was no profit in a crippled Europe allied with Russia its only potential empirical rival.

Well, the people probably have other tunnels out, but collapsed debris pretty much shuts down a runaway. Until its cleared away and repaired, just like any other runway.
