They can be agents, or businessmen, or gangsters or all 3 at the same time. Putin is just their representative.

They had non corrupt investors like the oligarchs bringing in huge investment from western banks. Everything was going so great. Then putin came in and stopped the oligarchs from making a whole new free democratic start for russia. I guess idealism and decency could never survive long in the evil empire. Now putin has started to kill journalists for no good reason. He poisons people with polonium. He obviously loves putting out these high profile hits to make himself look more powerful in the world. The oligarchs were the only ones who had the best interest of the russian people in mind. Now the russian standard of living is plummeting and putin is keeping all the profits from the businesses he stole from the oligarchs to buy yachts and new palaces. Putin just hates russia and the russian people.

I also agree that it is cheaper to purchase oil on the market. But really, it's not for the oil so much as to get a piece of the revenue stream, and putin won't let them have it, so they'll try to get it another way such as regime change or invading the country, etc.
