You need UN recognition to be legal. NATO did not have the mandate to invade a foreign country outside the soil of its own membership. They were basically a "coalition of the willing" as far as international law is concerned. NATO is an organization of military aggression and expansionism. Sorry no. When you win a war, the other side gives up, and you can effectively do whatever you want within your own borders, that is when you are your own country. You don't require the UN's stamping approval for that.
I know some people are in favor of having some type of world government, but a lot aren't, including myself.
As regard to the others quasi nations such as Taiwan that you mentioned. I say that, "basically who wants it," should get it. Now of course, they will have to fight hard for that. But to say that being independent is "illegal" is just stupid. illegal with respect to who?
Example, I consider Taiwan to be its own country. Now it might not be officially accepted that its own country on the internationl level. But they are there own country. They have their own military, laws, tax system, etc. What do they care whether the UN considers them their own country or not? Its irrellevant.

But it is actually possible that the Balkan is going to destabilize after Kosovas independence (or what they call it, it's actually not going to be anything like it, just words...). But the reason wouldn't be any kind of Albanian extremism, but Serbian economic embargoes and its further political isolation. The whole Albanian "problem" started in Paris in 1919 when the new big European Nations (France, Germany, GB, and even Italy) put the borders where THEY wanted it, without regard of the native groups. So the Albanians where divided into 3 separate countries (now 5, 6 if you count Kosova as a country), and every of these foreign governments where oppressing the native people and colonizing the region with their own people, that's cold ethnic cleansing. And yes, they will probably someday demand their right for a completed and not torn apart state, but not if the further manipulation of these foreign governments stops.

I'm going to waste some time not because of the Neo-Con views of Bolton and those alike but for those that might not get where this is coming from.
If Bolton knew his ass from his elbow about anything realistic and not only about " World Domination " he would know that Muslim Albanians & Arabic Muslims are almost like night and day in the sense of how they follow their roots.
Albanians are Albanian before they are Muslim, they abide by a different code of ethics that is embedded into their culture that is derived from the Code of Lek Dukagjini not the Kuran.
They respect their religion of course but rare ( to none ) are there those that are fanatical to the point of being labeled as " Extremists "
He is speaking on only having control, nothing more, there is no history nor' will there be of " Albanian Extremists " going around for no reason to do what these neo-cons look at as " Spreading Islamic Extremism "
As far as if Kosova should be independent or not is really not upto Bolton, he has really no positional point of speaking ( other than Russian TV asking him to come on and side with them )
For those that want a more in depth view on this conflict and disagreement, here it is in a nutshell:
This conflict has existed for a good amount of Centuries ( yes centuries ) and began when the slavs ( the Serbians ) migrated from Russia and settled into the Balkans. There were many battles back and forth throughout territories. Territories came to exist after the Ottomon Empire, Tito led Yugoslavia ( which joined all states as 1 but each maintained it's own governments for their territories * Slovenia, Croatia, Bosnia, Etc * and Kosova was attached to Serbia by Tito but maintained its own Albanian Government ) yes complexed is the word lol.
I tried to put it in a nutshell but that pretty much sums it up.
The main strong arm that Serbia goes against Kosove's independence ( and Russia backing them ) has absolutely nothing to do with the country itself but with the fact they don't want to fall to the U.N. Turns out the fence wasnt around the camp and that there was video evidence of the film crew going into the closed enclosure (I think it was surrounding some hydro installation) and filming out. The only reason to split Kosovo from Serbia seems to be that the majority of the people there are Albanians. If Kosovo is to be split from Serbia, would it not follow that we should move Albanians in the rest of Serbia to Kosovo, and to move non-Albanians out of Kosovo? Was this not the KLA's aim in the 1990s? Would this not be ethnic cleansing?
If countries should be created along ethnic lines, should not Quebec split from Canada and form an independent country? Miami-Dade in Florida has a hispanic majority, and it's population size is the same as Kosovo. But even though I disagree with many of their views, people like Bolton and Buchanan have become the closest thing to reason and moderation in the Republican Party.
For instance, in Bolton's Daily Show interview, I disagreed with many of his stances but at least he explained them and used reason to back them up, something sadly lacking in the Bush administration. I think this interview with a Russian television station is essentially the same way; I don't think anything Bolton said was absurdly polarizing or unreasonable.
