I seem to remember prohibition not going so well the first time around.
on a side note, I got married in Jamaica about 2 or 3 years ago. The taxi driver was kind enough to stop to see the Rasta-man on the way to the resort. We had so much weed and hash that we had to throw away some of it because we couldn't finish it all in a week (didn't feel like smuggling the rest home on the airlplane), and I had friends and family helping me :)

Treat weed the same way you treat someone speeding in a car - you'll ticket them if you see them, and you'll keep things more or less under control; but you won't be throwing kids into prison because they were caught with a joint in highschool.
Under the proposed legislation, trafficking would still be treated as a crime, as would possession of more serious drugs.
