I think we should - as citizens conciencious of other people's cultures - provide facilities so these mixed up nuts can blow themselves up/commit suicide, but in a place where no innocent people get hurt. Like an army firing range or something. In fact, that'd be a perfect idea. One cannot know the mind set or level of panic felt as the alarms sounded - but if nails and explosives are confirmed, there is little doubt there was a serious situation that could have ended badly.
