True they could target based on that but its not like someone is going to be arrested just because they are there. This is just alerts the camera operator that someone thinks something is going on. And, this is a bad idea. ordinary people are not trained first of all to spot what they need to look for, and selling yourself short for what a new computer or something like that. This is a bad way of stopping crime. It's people's thinking that must be changed not the number of cameras.
