Pakistani terrorists attacking from outside the country aren't going to run afoul of money laundering regulations in India. Tax cheats will though. And yes, I know in some other countries terrorists are involved in narcotics or weapons trafficking to finance their activities

You cannot adequately protect a free society. If you are willing to trample rights and be ruthless, you can enjoy a fair degree of security, but ultimately given the infrequency of the attacks it isn't worth the intrusion.

Yes you have much more to fear from bad drivers than terrorists. If you want to stop terrorism then you need to think about solving root causes of terrorism.
