It's sure to happen if we keep starting wars all over the world. Its only a matter of time before we attack the wrong country. Following the constitution is not a bad idea in today's world. Contrary to popular belief, a simple 'dirty' bomb* exploded in high altitude (that is, altitude high enough that we'd be unable to safely intercept it before detonation) will not generate a sufficiently powerful EMP to knock out power grids. You'd need a nuclear weapon that is tuned for maximum gamma emission and minimal explosive value and alpha fallout. I can't legally tell you the specs for something like that (nor can I really remember; it's been almost ten years, and we're not allowed to keep anything), but I can tell you that they're rather tight, with tolerances in the microns, micrograms, and millipascals.
Meanwhile, most of the urban electrical grid is shielded in what are known as 'faraday cages'; even a really, really powerful EMP set off a mere mile directly above would only heat up their shielding. Same goes for every single computer used today - they have to be shielded against incoming and outgoing electromagnetic interference, due to the FCC regulations that they can't block it any other way.
What will go down is cellular phones, broadcast TV recievers, satellite communications and wireless and unshielded networking (depending on the robustness of a given network card; most are surge-protected, but many aren't) for the duration of the gamma flux (about 30 seconds). The exception here is cellphones and wireless networking, which may melt if the EMP is strong enough (which, as I said, requires a much more tuned bomb than a dirty one).
I don't mean to impugn the character of Rev. Graham - there's enough of that going about - but he's doesn't seem exactly qualified to head up this sort of analysis.

I got 99 on my ASVAB, and 75 on the advanced placement test, and was subsequently asked to take on a nuclear field discipline. I attended Navy Boot camp for the requisite two months, during which my field was narrowed to Nuclear Field Machinist Mate, carrying an enlisted rank of E-3 (Fireman) during boot camp, and E-4 upon graduation to Nuclear Field 'A' School. I was second in my class in 'A' and first in Power school. I left at the end of my first enlistment, still as an E-4 (Petty Officer, 3rd class), as I really lost interest in the whole 'staring at gauges and occasionally tightening a valve' job that NFMM's are pretty much relegated to.
We're a different animal from much of the rest of the military, us Nukes. I personally do not think someone alike Mahmoud Ahmadinejad is negotiable. Thinking that someone like that would be or could be is a fundamental mistake, one we have made in the past as well.

You got several fundamental details about EMP bombs wrong. For example, nothing nuclear is needed for a significant EMP blast.
You also seem ignorant of the new generation of fusion bombs that don't need fission triggers, and the whole behind the scenes arms race that is occurring with this technology. (Which is built upon EMP bomb technology BTW, and represents a much more significant threat than EMP bombs ever did)

As such, I'm pretty well versed in fission-based bombs, as that's what you NEVER EVER want your plant to become - and admittedly poorly versed in fusion-type bombs.
Still, faraday shielding is pretty robust, even in basic electronics. To my knowledge, even a strong EMP can't cause the multi-thousand volt shifts required to cause a power grid collapse. I may be wrong; I'll ask for the data if you've got it.
Meanwhile, my post essentially assuaged fear in the face of a decidedly fearmongering article. All (real) information on trigger-less fusion bombs is classified. The fact that its classified is the only information about them that IS declassified.
As such, I doubt you know anything about the state of current research in that area or have even considered the technical difficulties of achieving a sustained bomb-like fusion burn outside of laser ignition facility when we can barely produce a break-even burn within one.

Iran would be wiped off the face of the Earth by US submarines carrying nuclear missiles if Iran attacked with a electromagnetic pulse blast. An electromagnetic pulse blast would not, in all probability, reach these submarines under the oceans of the world, nor the other warships stationed all over the world. True, but you have to remember the Muslim mentality, just look at the Soviet Union. They lost 20 million people and to the Soviet leadership that was acceptable! On 9-11, 20 Muslims managed to murder over 3000 innocent people between the WTC, The Pentagon and flight 93 over PA.

Look at what happened in New Orleans during Katrina (let me apologies in advance for using this reference, I know it is the best example of what happens when people are to dependent on the government for everything) it was 3-4 days for them to receive help and that was when there was nothing else going on in the country.
Now imagine what would happened if they were to detonate a high yield nuclear device in the upper atmosphere? You would laying there in the middle of the night and suddenly you realize that the AC is not working, you go and check and see that the lights are out, you then try to phone the power company and there is no dial tone (remember that the phone company has battery back up’s for power outages).
You then look outside and it is pitch black, it is only in the morning when it sinks in what happened. Now what?
You have about 24 hours or so before the contents of you fridge goes bad and only then does it slowly sinks in that you cannot get gas, use a ATM or drive, now what?
The Iranians know what they can kill tens of millions of people with one device, yea they will die to but life has no meaning to them and they will go down in history as the slayer of the great Satan.
It is sad that we get worked up over all the things that doesn’t matter, we could be buying spare equipment, hardening police/fire dispatch centers, TV/Radio and other mission critical centers and require that all gas stations, cell towers, and banks have back up generators to keep things going.

The military has been protecting its computers against EMP for many years. Every computer that I used before I retired was protected. As far as submarines go, don't think that they wouldn't be affected. The magnetic lines that encompass the Earth go through the water as well. Not to mention the inability to communicate with higher authorities for their orders. It is safe to say DON'T ASSUME anything. One thing that I do know is that God is watching over us.

After blowing up several computers, the rather homemade solution worked great.. no more blown up computers. on a vehicle, you'd have to use different methods to harden them against EMP... Think about it: EMP bursts totally disable any electronic system which means: no fuel trucks for planes - those that are operating - no medical vehicles - it's truly a mess..

Here is one of the biggest messes EMP would create. Cars and trucks stopped on the highway, engines not running. The engines are electronically controlled. I don't know what you think, but think the highways would turn into total chaos (more so than they are now)

Unless one knows the mind of God, then no one knows his plan. Mere men do not know God's plan until it is revealed. Scripture describes in prophesy what God plans to do to sinful nations. Nations like America that fall away from God and who mean harm to Israel, like when they pressure (Bush's Peace Process) a divvying up of Israel to cater to the Palestinians. God will run out of patience as Scripture says, and He will remove his hand of protection over America for our meddling against Israel and as America continues in its ways that offend God. Judgment against America is not set in stone. Repentance and a return to God could spare America from God's judgment, but is unlikely. Read the Bible for yourself to verify what I have said. I'm not going to do the research for you because it would be a waste of time to discuss this further with someone who holds God and Christians in contempt. Why would I cast pearls before swine? Also I for got to put in my last post that is a good idea to have some cash around, about $50.00, mostly in singles, fives and ten’s small things and if you live in Ohio during the winter you will need to go to the store to get eggs, bread and milk before the white death come. I've got a generator, food, water, ammunition to last over a month - then it's knives, batteries and traps. I may not win, but it will be a very long, hard fight.
One thing I can recommend: those darn 'space bags' come in handy for putting up some heavy clothing I don't usually use around here.
