The funny thing is that it has been implemented by the chancelor of the emperor (kaiser). You'd hardly find a more conservative person. Also funny is that he sold it as an act of christian charity.

BTW Reagan was just one of the many catalysts to the fall of the wall. Bush Sr helped as well just by not gloating like a dick and actually working with Gorbachev. Either way Reagan's speech wasn't a direct reason for the fall of the wall but it was a powerful rallying cry.
