Zelaya is angry that the Honduran Congress hasn't voted about whether to reinstate him or not - but no deadline was placed on that. The Congress has asked for opinions from the Honduran Supreme Court as well as other key leaders and organizations, as specified in the accord. Once they get those opinions, they'll vote.
There was a deadline (Thursday) to form the Reconciliation Government (RG). Micheletti gave Zelaya every opportunity to be part of the RG, but Zelaya, in the midst of yet another tantrum, refused to provide his list of nominations. Micheletti announced LATE Thursday night that the RG was formed b/c he'd stuck to his part of the bargain. He has since asked Congress to hurry to vote on the issue of Zelaya's restitution.
