I can't even imagine cutting off a dog's head. You'd have to be pretty sociopathic. The attack seems much too personal for it to be a random person though. I'm guessing it's a person that has some kind of contact with her. Classmate, coworker, etc.

People who kill or abuse other people usually start out by killing and abusing family pets. If I were this lady, I would hope she treats this as a direct threat to her life.

You're talking about something created to be very deliberately disturbing, and even more disturbing because of the implications. The dog, a cherished friend, was not only killed and cut into parts--already making it a lifeless object--but was further turned into a meaningless, inanimate thing (like a toy, no less) with the batteries comment. Your typical crazy ***** probably wouldn't be intelligent or thoughtful enough to create something so disturbing. Disturbing in a very Jungian way.
