The two on the left are guards, and the one on the left is an officer (most likely, their officer), which is identified by the short barrel. The ice cream shop is most likely on the base itself. Otherwise, they wouldn't be carrying their rifles with them. When you're on base grounds, you are required to carry your weapon with you, wherever you go.

Hot teen girls (18-19 is mandatory service) casually carrying around high-powered guns are the norm here. No one gives a second glance, it is just how life is here. Yes, it is hot. I don't think the girls in this picture are all that hot compared to what you see normally here.
