All the guns and ammo were locked in the armory, which is no where near the medical building. The only people that could respond were the MPs and the Police.

But Whitman didn't kill anybody because of religious reasons. It was likely a brain tumor that caused his actions.
A retired Colonel who used to work with Hasan says he overheard Hasan on several occasion badmouth the US, the soldiers, and the way we were fighting these wars, and even said that Muslims were justified in fighting against the Americans. In some form or the other, the US is going to collect the change of all the violence it seeded in Iraq and Afghanistan. There's going to be a lot more of those 'animals' (how many terrorist plots were foiled this year?). Not being insensitive, just pragmatic.

The same applies to Jewish terrorism (Lehi/Etzel/Hagana) before the foundation of Israel, and I'd even go as far to suggest it USED to be the same for the Palestinians, back in the days of the PLO. These guys were always Muslim, but in general their goal wasn't an Islamic theocracy. Arafat wasn't a religious leader, the Jewish organizations were all secular, and the IRA wasn't led by Cardinals.
Today terrorism has a difference face, caused by purely Islamic motives. So your comparison isn't really valid. Hizballah, Hamas, Al Qaeda are led by clerics - their supreme leaders aren't soldiers, they are men of faith. This is unprecedented. They are Muslims well above and beyond any other definition. Islam, as opposed to modern Christianity or Judaism, is not just a religion, it's also a political movement and a form of government all rolled into one.
There are no Muslim democracies; Lebanon is controlled by Syria, Iran and Hizbullah, Turkey only maintains secularism because of the open eye of the army and while most Muslim countries do have some sort of elections, they are just a coverup to keep the West happy.

Most people, including cops, would be hiding in the situation trying to get out of the way, not get in a shoot out with the guy risking their life trying to stop him. Maybe they're supposed to, but that doesn't mean they would, and it still took a lot of bravery.

They also cut up what was on hand (uniforms) to make bandages. Rambo doesn't save lives, it gets you and others killed.

It's more that they were caught off guard by it than anything, it takes a second to react and get out of the way of this kind of thing.
