Recruitment happens whether anyone dies or not. It's a part of war. It's happened during every conflict in the history of mankind.
If no one is killed, the recruitment tools simply change.
Why do egghead think tanks bring it up as if recruitment is something new? If they were in our country killing our friends, family and neighbors, you wouldn't want to fight back? Not everyone that we have killed was a terrorist. Sometimes people take up arms when they are being invaded and want to fight back. It's hard to even gauge how many people we have killed weren't just people that were pissed off that we were there.

If a terrorist planted a bomb on a plane that disabled critical hydraulic which ultimately caused it to crash into a populated area, would you call the pilot a negligent homicide bomber? You could argue he was negligent regarding not checking the truck for bombs, but that presumes he knew what to look for and was educated enough to know what Al Qaeda stands for.
