I want them to realize they're not better than everybody else, and hence can't go around beating the ***** out of people even after they're tied up and laying face down on the ground.
And I know this is a difficult concept to grasp, but people are not criminals until they're proven to be criminals. As is the case with mister Hernadez, of which ALL THE CHARGES WERE DROPPED against him, thus he was NEVER A CRIMINAL and yet the cops still feel justified in beating the hell out of him.

One, the schoolyard bully who grows up and has to find a job, so naturally gravitates to a job where he can continue to bully but under the protection of federal law.
Two, the schoolyard loser, who was picked on and beat up during recess and has enlisted in the force to "get some payback".
Three, the gun nut who really never cared much for other people but has an unhealthy lust for all things "shooty".
And four, the nice guy who doesn't like what he perceives in his neighborhood as injustices, but shortly after enlisting becomes jaded and succumbs to the peer pressure of the first three types to take it out on Joe Smith... because it's his fault the world is such a horrible place.

Even if he was still struggling after being handcuffed, they still have the taser electrodes attached to him so they could have just shocked him a couple more times, but not ***** eleven.
