It's typical ignorant tourist behavior. They have customs and traditions, a set of laws and a distinct culture. They have some crazy draconian laws, where even if they find 1 microgram on you, and could be on the bottom of your shoe, they will arrest you, and try to send you to jail for 4 years.
A famous drum and bass DJ out of the UK, Grooverider, was sentenced not too long ago for posession of less than 1/10 of an ounce. Others have been jailed for even more ridiculous amounts.

Even if you're arrested, you'll be let off with a fine or community service - never would you be put in prison. The reason they've been put in prison for 6 years is because of the Islamic religion.

- ZenFountain, on 09/05/2008, -1/+16Dubai is a real estate bubble of epic proportions, many of the projects are gimmicky and spiraling cost of air travel will certainly not help their prospects as a resort destination. But, below all that many of us Westerners don't want to see them succeed because we're either condescending towards their culture or angry over what is perceived as extortion for their resources that are being used to finance playgrounds for the fantastically rich, all while many of us struggle to fill our gas tanks.
Maybe there's some truth to all that but it's hypocritical to criticize them if you're an American because you can go to jail here too for possessing controlled substances and we have just as many idiots that think morality should be legislated, albeit nowhere near as extremely as some Muslim nations. Dubai and Qatar in particular have come a long way in a short period of time, their prospects in a post-petroleum economy are good and they will continue to have strong ties to the west, unlike their big neighbor. The country looks nice in photos, but it isn't a place you want to live. I'm surprised they only got a few years' prison for kissing in public. It wouldn't have been a big shock to've found out that the woman was made to dress in a black sack/burqa before being beaten silly and gangraped by a mob of angry, bearded men, before being buried up to her neck in sand and killed by having rocks thrown at her head. The man, since men and worth between 2-4 women depending on which verse of the Qur'an you read, could've been made to grow a wiry, scraggly bear, wear a silly, sheet-like get-up and live a life according to the teachings of Muhammed, i.e. anger, hate, murder, intolerance, theft and kiddy-fiddling. And they could've done it with impunity too; the British government is so toothless that when finding out that one of its citizens had been brutally tortured and murdered and that the other had been indoctrinated into a deathcult would've done absolutely nothing in the strict interest of morally-relativist-fuelled 'social cohesion':

I'm not defending Sharia, but it doesn't seem to irrational to expect you not to have sex on a public beach.
