County clear to pass plastic bag ban

westhawaiitoday.com — HILO - A proposal to ban certain plastic shopping bags on the Big Island would face no legal hurdles, Corporation Counsel Lincoln Ashida reported Monday. "There's nothing that prohibits the (Hawaii County Council) from passing this legislation," he said.
