the One-Child Policy is actually made with good intention, in light of the world's resources in the future. it is only responsible to institute such a policy when your country has a freaking billion people. it's unfortunate that some things like this come of it, but hopefully with proper education and culture shift from the few stubborn people left that favor males over female children, things will change for the better.

Basically, normal orphans are too thin/ugly/sick to appeal to foreign prospects, so agencies pay people to abduct healthy looking babies from normal families.
The problem here is the cost of adoption. For each kid, an adoption agency can make tens of thousands, a large amount enough to attract criminals even in wealthy nations.
