The Boston Police get to do whatever the ***** they want. That includes blowing ***** up just for kicks and getting paid $50/hour doing traffic detail (they get paid a min of 4 hours, if they work a minute over 4 hours, they get paid for 8). As a result, we get policeman who never bothered to go to college but still get paid $150K/year who spend most of their time sitting in a police cruiser on the side of the road, even if there's a traffic jam right next to them.
In most cities in the greater Boston area, it's almost as though the local police force drafts their rookies directly from the high school football team. And somehow we all sit around wondering why they can't catch Whitey Bulger. The doctrine states (for those who haven't slogged their way through Suskind's book) "If there's a one-percent chance that _____ poses a threat to us then we should act to eliminate that threat, even if we risk eliminating something that turns out to be no threat at all."
Imagine if this were applied in a more positive way: if there's a one percent chance that humans are causing climate change, or that tobacco products contribute to lung and heart disease, or that illiteracy contributes to poverty and crime, shouldn't we act to eliminate these threats, even if we risk eliminating something that turns out to be no threat at all?

I don't have words for how stupid one city could be... It boggles my mind as to how they operate.
Here in Redding, CA we have those all over the place. We're adding new LED stop lights and Signs all over, they are black boxes chained to stop signs and mile markers. If RPD went loopy like Boston PD/Bomb Squad they would have to blow up our whole city.
