It might be politically correct to use mentally handicapped/deficient/any other such word when describing someone of this nature- but in the industry that works with them, Retarded is still a word that is used. My recent Abnormal Psych book still has a section on Mental Retardation, and politically correct or not, 'mental slowness' is probably an accurate way to describe a disorder where people have an IQ below 70 and usually have delayed cognitive reactions.
In medical context aka referring to the disorder of Mental Retardation, using the term "Retarded" shouldn't offend you and is a forgivable offense for our European journalists.
