It is fairly well known throughout the world but without a body there is no "proof" Hell, he hasn't even been mentioned in "chatter" in over a year. If he isn't dead he is at least not involved with day to day or overall plans of the organization.
AQ is not announcing his death as it would hurt them worldwide. Their "leader" dies like a coward while running from the "infidels" doesn't help the cause. Better for them to still pretend he is alive and use him as a figurehead or mascot.
No western government is going to come right out and say he is dead without some sort of hard evidence. Given that the footage was choppily cut together and his beard was mysteriously black again (they claimed he dyed it, unlikely as it's against his fundamentalist beliefs).
