I have no idea how the author came to this conclusion from the judge's statement that, "Sadly, sexual harassment, up to and including sexual assault, is a reality in today's workplace." Into saying that the Judge thinks it's alright that there's sexual harassment/assault in the workplace. All the judge was saying is that there is sexual harassment/assault in the workplace. It's like saying there's murder in big cities. The judge isn't saying it's alright, he's just saying it's there. He even says that it's sad that it's there.
