That's about as accurate as saying that Disney-*****-World is an example of small-town American life.
Puerto Vallarta is a tourist town, through-and-through. It's also a RICH tourist town, loaded down with retirees. It's also shown a 5%-10% population growth from ex-pats every decade, culminating in a BOOMING condo and hotel trade. On the other hand, outlying parts of Nuevo Vallarta are now showing a poverty problem as more and more of the landscape is chewed up and spit out as nice, gentrified, "totally not All-Gringo" housing.
Also, the strain of innumerable rich folk moving has produced quite a few water distribution problems.

The person who was in charge of the prison and the guards were most likely given a great amount of money to let them escape. Think about it, 40 guards and no one was shot or killed. Sounds like ***** to me. Things like this happen a lot in Mexico, I would know because I'm from there and the authorities are power hungry and greedy people who will do something like this to get money.

Local police forces suffer from a lack of funds and training, and the judicial system is weak, overworked, and inefficient. Criminals, armed with an impressive array of weapons, know there is little chance they will be caught and punished. In some cases, assailants have been wearing full or partial police uniforms and have used vehicles that resemble police vehicles, indicating some elements of the police might be involved.
Kidnapping, including the kidnapping of non-Mexicans, continues at alarming rates. So-called express kidnappings, an attempt to get quick cash in exchange for the release of an individual, have occurred in almost all the large cities in Mexico and appear to target not only the wealthy, but also the middle class.
Americans have become victims of harassment, mistreatment and extortion by Mexican law enforcement and other officials.
