Scientology works by using a tiered system known as OTs (Operating Thetans) for their cult. These levels apparently go to OT8 (if leaked documents are true). With each level certain information is fed to the target in such a way as to slowly convert them to the Scientology cause.
I believe I read once that the Xenu story is an OT3 (or higher) level doctrine. Because of this it takes years of "auditing" and investing money in the church before members are confronted with some of the weirder *****. By that point Scientology is such an ingrained part of the targets life that they pretty much just accept it as fact (especially since they are pretty much cut off at this point from non-Scientologists)
