Because of CPA Order 17, which limits the power of the Iraqi government to pursue legal action against foreigner contractors working in Iraq, it is possible that her assailants may not face any legal penalty for the alleged crime - at least by the Iraqi government itself.
However, Title 18, Part I, Chapter 1, § 7, of the United States Code, entitled "Special maritime and territorial jurisdiction of the United States defined," the United States has jurisdiction over the following:
"(7) Any place outside the jurisdiction of any nation with respect to an offense by or against a national of the United States."[20][21][22]
Because CPA Order 17 provides limited immunity for U.S. contractors from the Iraqi government, this offense may be outside Iraqi government's jurisdiction. Therefore, Title 18, Part I, Chapter 1, § 7, paragraph 7, of the United States Code, would apply because Jones is a national of the United States.[23]
Further, on December 19, 2007, during the testimony of Jones, Congressman Robert Scott stated that the DOJ "can enforce with respect to contractors who commit crimes abroad, but it chooses not to."

I've been under the impression than no one can operate outside of the law. This could pave the way to prosecute for the other nefarious practices. It could also be a good way for "we the people" to recover some of the missing billions by holding these entities accountable for the blatantly misrepresented expenses and outright shotty practices. I hate it when idiots like you make stupid comments like that. Of course this needs attention, because unlike the Duke rape scandal, this is a result of poor policy and bad direction by the US government and KBR/Haliburton. They need to pay for it, not only in liability for all the damage done to this woman, but for the emotional stress of everything she probably had to go through.
Chances are you don't have a girlfriend or a wife. I can tell this by the way you talk. Imagine for a moment if this was YOUR wife, or YOUR girlfriend. Hell, if it was your sister or mother. You'd like nothing more than to just let the courts decide and let a company with million dollar a year employed attorneys sweep it all under the rug and pile on paperwork for 10 years? *****.
