We really can't say 100% that child support helps or hurts the kids, mainly since the money goes to the custodial parent. And just like regular parents that aren't divorced, they don't always do what's best for the kid with that money.
If you want to help the kid, mandate that the money goes into an account under the kid's name and overseen by a impartial third party. The parent submits receipts at the end of each month for reimbursement of child expenses, and only child expenses. No, your new car does not help the kid. Yes, groceries do.
