However, the police often ignore complaints that they deem as trivial, but that can really drive people nuts, leaving them with no out, but that could have been put an end to if they did something.
Incessantly barking dogs and car alarms are another example.
They are trivial things compared to a life. However when the people responsible do nothing and the police don't help a continuous stress on a compromised state of mental health can make things snap.

I hate that someone died for this, a kid at that, but I think that the parents and the police are partly to blame for this as well.

You're right on, this kids parents neglect landed him in a body bag. This guy had already thrown a brick at the kids and the problem persisted??
