99% of the time they charge some outrageous fee, deliver something that looks like it took more than 10 minutes MAX, and slap on some buzz words that make it sound like they know what the hell they were doing. once you actually start adding all of the things up it takes to fully complete a project like this, it's not that bad of a deal...

Not sure how that came about, or who got paid, but that's the job I want. Leave it to the government to embrace innovation and a solid positioning to stand by!

They haven't just determined that "Welcome to Scotland" is the best available option--more importantly, they've made sure (as realistically possible) that there isn't a more appealing slogan. Companies pay millions to do market research, and a lot of times, the answer comes up as "change nothing." These companies pay for the assurance that there isn't an opportunity cost associated with their decision making models and processes.

they also said that the signs have new photography, etc. . . even though the slogan isnt creative i'm sure they had to pay at least one photographer (or buy expensive rights to use stock images on billboards). theres also a designer, workers to install, etc.
